Measured by hand; allow 1–3 cm (0.4–1.2 in) tolerance. The height shown is the reference height for that size, and both hem measurements are taken from the waist seam down. Size by her height first, then check the bust — the bodice is fitted to a set waist, so the chest is what has to fit. Between two sizes, take the larger: the back hem is meant to sweep, so extra length is not a problem.

Does she need a petticoat underneath?

No. The skirt is built from layered tulle over a lining and carries its own volume — a petticoat would only push the front hem out and shorten it.

Will the long back hem trip her?
